Initially, both the carpet and the dust are at rest. When the carpet is beaten with a stick, the carpet is set into to and fro motion. Due to the inertia of rest, the dust particles tend to remain at rest. As a result, the dust particles fall off.

When the carpet is shaken, or beaten with a stick, it is set in motion. Due to inertia of rest, the dust particles tend to remain at rest and fall off.
