For the purpose of maximum profit by the factory owners, more and more work was taken from the workers and minimum wages were given.

Therefore, the minimum wages Act was passed in 1948 for the workers.

By this the rates of wages were fixed in some industries.

On this basis, in the second five year plan; it was thought that the minimum wages of the workers should be more than just for their subsistence, so that they can maintain their efficiency as well.

The passage of the minimum wages act marked the beginning of an improvement in the condition of the workers.
